We need a new head for the Children's Administration
at the DSHS.
The CA is trying to shift the blame on others, they are
not being held accountable for their actions.
As an advocate/activist for Washington Families involved
with CPS I know for a that the CA is violating the Braam
Lawsuit in several cases we have this will cost the state
more money.
One way for the 12 million dollar dept Uma has overspent
may be repaid by the Adoption Incentive Payments Program.
This program gives the CA incentives to adopt children out
to non-relatives. They are using our children to fund the
state. Family members are being systematically denied custody
of these children. In 2003 Washington was third in line
in the nation for the adoption bonus money the state received
$1,560,000. The state receives this money when the children
are adopted out to non-family members. From 10/ 2001 to
9/ 2002 100% of Children adopted out were to foster parents
not relatives, this makes sense that in 2003 Washington
got the 3rd highest payment in the nation.

Most children not need to be in foster care they can be
placed with family or stay in the home while the parents
receive services. CPS routinely demands that parents get
help for their problems then fails to assist them in securing
those services and then levies punishment by removing their
kids.
